The 1st A.P.H.C was constituted on the 14th May 1999, vide Govt notification No. MDEV-95/36(HOMEO). The state council was constituted for 3  years term. The first state council consisted of the following members.

3. Dr. B.V.S. Murty, State Homeo & ISM = Secretary
4. Central Govt, Nominee =  Member
